Basically, although there's also a "voting" role that allows designated non-php.net
users to vote. This all stems from here:
- https://wiki.php.net/rfc/voting
As for the SVN aspect, that part has not been addressed although I personally am trying not to worry
about this and simply wanted to help fix a bug. :)
