hi.
first you have to register on wiki.php.net (I would suspect that
you've done this)
after that, you have to request karma for the rfc namespace here on
php-webmaster
after that, you should be able to create your rfc under the
https://wiki.php.net/rfc/ namespace (via creating the page
https://wiki.php.net/rfc/foobar for example)
