license for phpinfo

I have a question about what license the code content of the phpinfo page is under. http://php.net/manual/en/function.phpinfo.php In a sense, this is web content - so could be under the Website Copyright. However, that does not give you permission to actually use the code - just view, download and print it. It could also be documentation - in which case it is under the Creative Commons Attribution 3.0 License which does add a lot of conditions under 4b. It could also be considered code base - under PHP 3.01. I would appreciate any thoughts on what this might be.
