Captcha 100% failure on bugs.php.net

Unless my maths skills are totally messed up, the captcha on
bugs.php.net is failing.
"Solve the problem:
17 - 4 = ?"
I'm going for 13.

"Status Code:200 OK" is returned, but with "<div
class='errors'>ERROR:<ul><li>Incorrect
Captcha</li></ul></div>" and
the bug is not submitted.
Wouldn't seem a good idea to try and report a bug about a failure of
the bug reporting system in the failing bug reporting system (I know
I'll be a year older tomorrow and getting on a bit, but I'm pretty
sure it isn't April 1st today ... though it is a Friday ...).
