I tried a variety of formats to achieve this. Speed
was the biggest concern. The issue I ran into was
wanting to include the user-notes. I ended up using
the standard doc download and then creating a php
script to unpack, modify, minimize, and then create
the offline index. It now is setup to update every
4 months and takes about 5 minutes.

P.S - Not sure if you will be at zendcon this year. If so look me up.
