Developer info, people.php.net

hi, While rewamping pecl I'm removing completely all developer information from the pecl database but the data relevant for the packages (maintainer info, using handle as pk). I would like to merge everything else in the master database instead. We can then use people.php.net to serve the public data based on user preferences but every info can and should be modified only on master (developer will edit them instead of guessing it. I can work on a patch shortly if we agree on this idea. I also need an updated version of the database structure on master (see my mail on system).
