I added this page to the wiki:

I am not familiar with the RFC process so I would be grateful for advice
on what to do next. Some kind of a discussion would happen, I suppose: but
where? And how should I draw attention to the RFC?
I understand that I should try to get some working code (to go with a
rough consensus in the IETF style?)
