IP-Blacklist on the Manual Page

Hi guys, I'm an avid apostle of PHP and (I thought) an integral member of the family. I have also in the past contributed to the manual, and right now, at fgetcsv, my contribution  of almost 2 years ago still resides. Now I've been trying to post a comment on the manual using a couple of internet providers. I get the same message telling me my IP address is on the ban list. Perhaps this has a country-level basis? Its been quite demoralizing... Is my country (Nigeria) completely prohibited from these PHP resources? I know it says somewhere that the ban list is not maintained by php.net. So kindly let me know how you feel I might be able to get around this obstacle. Thank you. Regards, Ifedi Okonkwo
