There's no API, per se, and we have no intention on providing one
in the near future as far as I'm aware. However, it's likely you
really don't need one at all; if you don't want to grab the sources
and build the manual locally, you can just build a simple GET
component into your desktop application to get whatever function
reference you may want by loading http://php.net/function_name. For
example:
http://php.net/strstr
http://php.net/http_build_query
http://php.net/gupnp_service_introspection_get_state_variable
http://php.net/abs
For more advanced things, you'll have to get more creative, but
chances are you'll have no problem figuring it out. Just make sure
whatever you do abides by the documentation license (CC BY 3.0) and
you'll be right as rain.
