Once upon a time such system was implemented (although I don't think it
was ever deployed).
The biggest issue we have today is we don't have enough people
"censoring" these notes, and a rating system would definitely help
out filtering out crappy notes and highlighting the awesome ones.
If you are interested working on this feature with us I'd gladly point
you to the relevant files and help you getting started :)
I myself don't have the time at the moment to do the work :(
