You need to setup a mirror to setup the php.net website locally
http://php.net/mirroring.php
You can make code changes against this repo if you use github:
https://github.com/php/web-php
If you don't want to do any of the above, please send us your changes via
some kind of .diff file or post the code via gist.github.com so we can work
on getting your changes into the repositories manually.
