It's the next section "Generating backtrace, without compiler, on Win32", the worky link is right on the top in the first section. Will fix that. But when I click on some debug pack download link there, it's actually available (at the time of writing). All those links lead to this location http://windows.php.net/downloads/releases/ . But as the download is available, I think that was some temporary issue.
