A similar request was made by Mark Baker (from PHPOffice/Excel) recently
[1].
We don't know how this works! If you had a php.net VCS account, then you
could vote already. If not... well, the voting RFC [2] said that some
external people could get voting rights but the process of handing that
privilege out was never decided AFAIK.
