Bug description:php.net doesn't send intermediary certificate

The certificate chain is incomplete because php.net server does not send
the intermediary certificate of PositiveSSL CA 2, so when Firefox users
go to https://php.net, they will get a warning "the certificate
is not
trusted because no issuer chain was provided".
