Hi,
Wiki account doesn't have an approval process so you should be able to log
in right after you register.
But a new wiki account by default doesn't have write access to anything, so
this is why the registration form advises you to ping this list for karma.
About your request: we don't hand out voting karma on demand, the usuall
process is that you contribute to the project and then you get a php.net
account which can be used on the wiki for voting.
