Why do you want a snapshot? - Aren't the RCs enough? GitHub downloads may work, depending on your tooling.
The use case brought forward was for CI builds and attempting to test your build against multiple development versions (such as 6.x and 7.x) - which I was unable to find on GitHub. I am aware the 'master' branch is essentially PHP 7 development but it would be good to be able to identify a new snapshot instead of just HEAD. I've also just recently found http://php.net/releases which may also be a help here but still doesn't contain the development builds.
But.. There may or may not be an interest in reviving snaps.php.net, we don't know yet.
Do we know what the issue is? Or what's involved with fixing it? I'm happy to offer my assistance to get this sorted if we can get this resolved. Regards, Jacob.
