RFC karma request

Hello, PHP team! I would like to ask for a karma points to write an RFC. My login is: lisachenko (lisachenko.it@gmail.com) I'm working with PHP for a long time and have a nice vision for possible improvements in the language. I'm also author of Go! Aspect-Oriented Framework (https://github.com/lisachenko/go-aop-php) and active member of Moscow PHP User Group. My ideas for RFC: userland parser extension, metadata (annotations), design-by-contract and others. I also know Dmitry Stogov, he kindly can help me with implementation in the case of accepted RFC.
