What binaries? Someone is playing you for a fool if you are seeing
binaries on www.php.net or the mirrors. We do not distribute binaries.
I'm not clear on why you believe exposing our private keys to all of
our mirrors and maintainers, along with out wildcard certificate, is
related?
So to simplify this a littlebit: What exactly are you looking to
achieve if you were to access www.php.net through https?
