Fixed bugs.php.net part of bug #72880 (snaps.php.net still linked from other php.net sites)
Note, this removes the entire snaps section on the How to report page, since the Windows snaps page
neither seems to be available, at least for now. Because of the Windows part, I have linked the
backtrace page to actual stable releases, it works for now I suppose
