If by "other account", you mean the first one, "zrhoffman", then no, a password
reset does not work, because I receive no email. I provided more detail here: https://bugs.php.net/bug.php?id=76491

I was able to create a new test user and did receive an email. The reason I was not able to create a
user with my desired name is that that username already exists from the first attempt that did not
send an email.

I tried 3 times at https://wiki.php.net/compact?do=register but
cannot get it to work. The first error is blank, and the second error says "The user could not
be created."

Sorry for the delay, SMTP works again. I have currently enabled IPv4 preference over IPv6, because
there seem to be unknown issues with the IPv6 stack.
