usually we use some external site, e.g. https://gist.github.com/ to share large files

I filed ticket #77348 today: https://bugs.php.net/bug.php?id=77348
I wanted to attach a text file, but since I couldn't, I had to put a very long comment with the
file's contents.
This is suboptimal. Please allow attaching files to tickets.
