We check all mirrors once an hour to see which ones are available.
From that list we redirect you to a mirror in your country (at random
if more then 1).
The online/offline mirror list syncing can lag up to 2 hours.
Currently I see no problem with se.php.net, so this was probably just a
temporary hiccup.
You can choose your "preferred mirror" via http://php.net/my.php

automatically?
