Somewhere between the release of 7.3.1 and 7.3.2 the RSS feed stopped
working, and has remained broken ever since.
https://php.net/releases/feed.php references
/releases.atom, and
/releases.atom references itself, neither provide any releases as they
did before.
Expected result:
----------------
An RSS feed of the latest releases.
