The reason for this is that the documentation of the http extension has been removed quite a while ago on request of the extension maintainer who set up the documentation on <https://mdref.m6w6.name/http>. Furthermore, the Ukrainian translation has been removed some time ago, because of being out-dated. However, docs.php.net still builds all translations, since it is mostly supposed for the documentation/translation maintainers and as staging area for the docs. TL;DR: use the pecl_http documentation available at <https://mdref.m6w6.name/http>. I think we should adapt <http://docs.php.net/robots.txt> to disallow access to /manual/ altogether.
