please i want ask if i upload file in this name on server all is ok

and after make link

and after click on this link...and i have problem file in Adress line is OK but request is diferent
if i use urldecode or urlencode or not use, is problem i try ask on other site and i havent any
answer. Please i want ask here where is problem thanks a lot for any answer. And sorry for my bad
