An "about licenses php.net project use" page sounds like a great idea. Adding a link to that page from "I have read and understand the [license page]" checkbox would be fine I think.. Patch is here: http://pastebin.ca/1282552
In the meantime (it will probably be years before someone wants to get their brain fried on this), your patch seems fine. My brain is fried.
