Actually I am still building with PHP 5.2.0 for compatibility reasons.. I believe that these libs are still required for that version. I don't really understand what is the matter.. The bug you mention is Closed.. But there is still no fix. And I didn't find the bindlib_w32.zip and win32build.zip files in the Wiki mentioned.
