According to the date on the first page, it hasn't been updated in over a year. Most of the translation teams - all volunteer - are very small, and because of the amount of work involved, some of these folks can't keep up by themselves. In fact, if you check http://web.archive.org/web/20071029041722/http://www.php.net/docs.php, you'll see a lot of language translations that have become defunct because of the lack of translators.
