Bug description: Install issue with PHP 5.2.8 installer
Description:

Downloaded PHP 5.2.8 installer (Windows Binaries). When trying to
install, I get a message, "There is a problem with this Windows Installer
package. A script required for this install to complete could not be run.
Contact your support personnel or package vendor."
I tried both "IIS ISAPI module" and "IIS CGI" set-up types, and got the
same error regardless.
