There is no way external sources can ping the mirrors and send you to an active mirror, but simply going to "http://php.net/.." will however do that for you. The problem is not consistent, and appears at random. However, I experience it with two completely separate networks, at home and at the university. As a temporary solution, I've been manually changing links (e.g. Google search results) from il.php.net/something to il2.php.net/something.
