Because we lack the manpower to make the builds automatic.
Until then, feel free to build it yourself:
$ pecl install haru # If this step fails, install libharu from www.libharu.org
$ pear channel-discover doc.php.net
$ pear install doc.php.net/phd-beta
$ cvs -d:pserver:cvsread@cvs.php.net/repository login
(the password is "phpfi")
$ cvs -d:pserver:cvsread@cvs.php.net/repository co phpdoc
$ cd phpdoc
$ php configure.php
$ phd -d .manual.xml -f pdf -t phppdf -o build
Now check the "build" folder.
see "phd -l" for other formats and options.
