Did you look for it?
On our download page (http://php.net/downloads) there is an
highlighted text in the left sidebar which says:
"Information about older releases and their downloads are available on
our releases page."
The text "our releases page" is a link to http://php.net/releases/
That page list every single release (including download links) since PHP 4.0.0
