You should try contacting the Turkish translation team and find out if
there is an active team you can join.
I'd recommend you subscribe to the Turkish translation list
(doc-tr@lists.php.net) by sending an empty email to
doc-tr-subscribe@lists.php.net. Then send a headsup about you and
offer your assistance. If you get no reply in few days then contact
the main documentation list at phpdoc@lists.php.net
