Since the websites are not directly updated from the SVN server, the fix might need some time to spread across the globe to all mirror sites, including PHP.net itself. They result in 404 errors. Tracking back to http://museum.php.net/php5/ shows that the installer files have not been moved to this directory. The windows installer can be located at: http://us3.php.net/get/php-5.2.11-win32-installer.msi/from/a/mirror .
