Basically, there exists no Hungarian translation because nobody
translated it. Everything is done by volunteers, and if nobody who are
proficient in Hungarian are willing to translate the manual, it just
won't be done.

Nobody is working on translating it at the moment. You can contact the
documentation team at phpdoc@lists.php.net if you can find some other
people to help translating the manual. It's by no means a small task,
so it's not something you "just do".

Granted it's not very clear, the documentation page already says "The
translation teams are open to contributions." The problem is just that
the PHP manual is very large and it requires a huge amount of effort
translating it and keeping it updated as the English version changes.
