Uhh.. The .tar.bz2 archives contain the PHP source which you will need
to compile.
If you want precompiled binaries for Windows then download the Windows builds.
Also, you shouldn't install the snapshots unless you know what you are
doing or have specifically been asked to do so by a developer for
debugging purposes.
