I'm not exactly sure what you are asking..
Do you want to create your own PHP version?
Or do you just want to contribute to the PHP language?
Or do you mean you want to just use the PHP language?
If you want to create your own PHP version, you need to be aware of
the license restrictions:
http://www.php.net/license/index.php#code-lic
(you can do pretty much
anything you want, except to call your version of PHP "PHPfoobar").
If you want to contribute to the PHP project, checkout the "Community
in Action" article on http://www.phparch.com/magazine/2010/july/
(you
can download it for free!).
If you just want to use PHP, and maybe create a User Group, you can do
so. You don't need any permission from anyone :)
