Both of the files are TAR'red copies of the source code and then each is compressed using a different tool, resulting in different files. If you can handle BZ2 then get the BZ2 file, otherwise get the GZ file. If you are on Windows, then neither of these will be of any use to you unless you have comfortable with compiling source code. If you need the pre-compiled windows files, then goto http://windows.php.net/download/ instead. You will have a different question this time though ... Why are there 18 files? The answer to which is because there are different ways of running PHP and compatibility issues require multiple files. If you are on windows, come back for more explanation, though the "Which version do I choose?" should cover everything you need to know.
