It would break existing links. Mirrors become unavailable for a variety of reasons, including technical issues or the maintainer's unwillingness to continue to provide service. We do not always have control over this, as is the case in IL.PHP.NET. Aside from perhaps a few broken links, there is absolutely no good reason to change an operational mirror just to remove the '2' from its CNAME.
