If you want to run the .php files on your machine you'll have to
install a webserver (Apache for instance) and PHP.
Same applies for the server, it has to have PHP support for the .php
files to work.
See: http://docs.php.net/manual/en/install.windows.php
I recommend you look at
http://docs.php.net/manual/en/getting-started.php
and these simple
examples to work before you start editing "advanced things".
If you still "can't get anything to work" please have a look at our
support pages: http://php.net/support
