Code that works under ISAPI not working under CGI, any suggestion s?

I just changed my installation of PHP from ISAPI to CGI so that I could use
a search script...
now an IMPORTANT piece of my code doesn't work.
IIS 4, PHP 4, WinNT
The code creates $levels used by three different includes

$URL_vars=explode("/",$URL);
$URL_parts=sizeof($URL_vars);
$URL_parts=$URL_parts-1;
$levels="";
$i=1;
if($i<$URL_parts) {
while($i < $URL_parts) {
$levels.="../";

}
}
