IE vs. Netscape and Cookies

I use setcookie("cookie","value",time()+10) to set a cookie.
On Netscape it works fine, and expires in 10 seconds
In IE6 I cannot get the cookie to set unless I use a HUGE expiration time.
It works locally, but not off of a remote server in another time zone.
Is there a way to set a cookie that will work in both browsers, and for
someone in a different timezone? I've tried converting to GMT, and a slew of
other things too numerous to list.
