I have was also stuck with this problem for a while. I've tried PWS and Apache on Win 98 but none of them work. The only way I managed to do it was with NT Server. Maybe you could set up a small linux machine or dual boot 98 and linux which I found very easy to do with Red Hat. Although someone said the new mandrake install is good.
