Where are the Extensions?

I havent been able to get any thing that relies on module extensions,
specifically php_odbc.dll, since 4.0.1 and all releases thereafter. I have
IIS 4 and SP5 on NT 4.0. If your php.ini specifies a module extension and
that extension cant be found or does not exist, IIS will stall indefinitly,
this stall includes the inability to open MMC 1.0, and the Option Pack 4.0
Setup program. The problem is not fixed until you comment out the
problematic extension in your .ini file. How do i use any ODBC functions if
there is no module? has anyone else encountered this?
