Yep, that's the ticket. Can't use a php file for your error message.
Fix:
1. Make the Error message in php
2. parse it by going to it with a browser
3. view source and save the file as an html file
4. point to the html file
OR
point to an html file that auto refreshes to the php file
but then you have to trust the browser the client is using
