Just a stab, but you may need to add the
Action directive to you apache httpd.conf
file.
This should point to php.exe (confirm this in
the docs). It is not enough to associate php
with file extensions (AddType).

After a couple of hours of work I was able to get the mod php working with
apache under win32. There don't seem to be any instructions on the site and
also none at php.net as far as I can see.
Here is what seems to work:
In httpd.conf:
LoadModule php4_module /php4/php4apache.dll
AddType application/x-httpd-php .php
Its was somewhat non-trivial figuring this out, especially if you've never
used
an apache module before (like me).
Otherwise, the php module works great and seems to get rid of the only
reason
to use IIS (the isapi module). What is most exciting for me is the ability
to
use the virtual command to call other files that use other cgi processors.
