Why not just make a page that keeps refreshing itself until PHP detects that it is "alarm time" and then redirects to the new page?
Use a META refresh tag to refresh the page every minute or whatever.. then have PHP check if the current time is >= the alarm time.. if it is, then use a header("Location: alarm.html\r\n\n") type command (before any of the HTML) to redirect to the alarm page.
