modphp_Urgent_Question

i have downloaded PHP 4.0 for windows and mod_php4. i am using the win32 apache web server, the lastest one with mod_ssl and mod_perl. i did everything the php the installation said and everything the mod_perl installation said. when i run my php script the broswer opens the save as window and tries to save the script, why does this happen. i have added c:/php to the path. My apache doc root is c:/apache/www, my perl root is c:/perl, my ssl root is c:/ssl and my php root is c:/php. i load the httpd.conf-ssl using the -f command( apache.exe -f conf/httpd.conf-ssl -D SSL) Also how can i specifiy directories that php can only be used in because i'm starting i web server and i want my users to have CGI access but not php.
