Why FTP function error

Hi,
I'm using PHP 4.0.0 using PWS under Win95 .
I wrote in PHP file like this :
<?php
ftp_connect("somehostip");
?>
But it always shows the error:
Fatal error: Call to undefined function: ftp_connect()
I don't know why.And I have php_ftp.dll under c:\windows\system.
Any idea is much appreciated.
