Hosting PHP on Windows

Here is an interesting question... Does the IUSR handle security when PHP is run? For instance: Lets say I host a web site, and the user creates a php that deletes some files out side of their web folder. Is their a way I can restrict access to their folder, on a case by case basis? I want to be able to host multiple users, but for them to not have the ability to change anyone elses stuff or anything on the system itself for that matter. Any ideas?
